Can two wrong things make it right?

While traveling on the Chikhli-Moee village road, I encountered a 1km stretch of traffic that kept growing. Some car drivers decided to create a third lane, blocking the way for oncoming vehicles and making things worse.

In the midst of this chaos, a villager stopped his bike, confronted the drivers making double lines, and scolded them until they got back into a single lane. Surprisingly, the car drivers complied without any argument.

This raises the question: Should villagers resort to such tactics when the police fail to take action? Or People lack civic sense?

Note: that was Village road (single lane)
