Tldw: what looks like members of the same family hitting small pups, you see in middle of the video that the person even falls attemtping to hit the pup which is hardly 20cm long.

This is some society near dattawadi police station. Is an FIR enough? I’m a person on visa but a citizen of india, will I have trouble and issues with respect to facing any legal issues?
